Pre-roll production sounds straightforward; you grind flower, fill package pre-rolled cones, close them and package it. But as producers moves beyond small batches and start making thousands or tens of thousands of pre-rolls, inefficiencies of all kinds get magnified greatly.

Loading empty cones one at a time takes labor, inconsistent ground material can create weight variances, poor packing can leave hot spots throughout the fill leading to canoeing, and closing every finished pre-roll by hand can slow an otherwise fast production line to a crawl.

And that is where pre-roll cone filling machines come in.

A cone filling machine is designed to help producers fill and pack multiple pre-rolled cones at once. Depending on the equipment, the machine may use manual movement, vibration, vertical bouncing or centrifugal force to move ground cannabis into the cone and create a consistent pack.

For producers, choosing the right machine is less about finding the model with the biggest tray and more about understanding the entire production process. Throughput, cone size, flower preparation, labor, closing method and packaging process all matter.

What Is a Pre-Roll Cone Filling Machine?

A pre-roll cone filling machine is a production tool used to load and pack ground cannabis into multiple empty pre-rolled cones at the same time.

When cones are packed entirely by hand, the result can vary from operator to operator. One employee may tamp more aggressively while another packer packs loose joints. Ground flower can be distributed unevenly across a batch, creating extra work during final weight checks.

Cone filling machines help to standardize and speed up the physical filling process. An operator simply loads empty cones into a work tray, distributes prepared flower into the cones and lets the machine's motion move the material into the cones.

And the exact motion depends on the machine. Non-electronic fillers often rely on manual bumping, while electronic machines can use vibration, an up-and-down bounce or even centrifugal force.

Simply put, the right choice depends on the size and structure of your operation.

Manual, Semi-Automatic and Automated Cone Packing Machines

Manual, or non-electronic, cone fillers are typically the simplest entry point for introducing cone filling machinery into a pre-roll production line. Empty cones sit flush in a tray or box, and flower is spread across the top while the operator manually bumps the unit to help the ground material settle.

These fillers offer a smaller initial investment, take up little room and are easy to train employees on, with the trade-off being labor and small batch sizes.

Semi-automatic electronic tabletop machines add a motor to the packing process, such as the King Kone and Fill N' Fold. These machines can fill more than 100 cones per cycle and, for many small and mid-sized producers, offer a practical balance of output and investment.

Automated cone packing systems are intended for larger producers with the volume, floor space and cash to justify them. But automation is not always the best first step. On the contrary, optimizing a tabletop machine line with solid flower preparation and faster loading or closing can often increase output before a larger system is necessary.

The King Kone 2.0 Semi-Automated Cone Packing Machine

The King Kone is a tabletop cone filling machine built around an adjustable, vertical bouncing motion, rather than standard vibration alone.

The new King Kone 2.0 uses a stepper motor to drive the platform up and down, helping ground material settle into the cones. The upgraded motor provides more torque while the enclosed motor compartment helps prevent residual flower from falling into the motor area.

The machine can fill up to 169 cones in a single cycle, making it one of the larger-capacity tabletop options on the market today.

Versatility is another major benefit of the King Kone packing machine. The standard setup supports all standard pre-roll sizes, including 84mm half-gram cones, 98mm three-quarter-gram cones and 109mm one-gram cones. Additional work trays can support smaller, 70mm dogwalker-style cones and other formats.

For producers building more than one type of pre-roll, that flexibility matters. The King Kone can also be adapted for straight pre-roll tubes and blunts with a Tube Conversion Kit and compatible inserts, while its modular construction allows trays and parts to be added or swapped as production changes.

However, the King Kone provides a perfect example of why filling speed cannot be evaluated in isolation, because a tray of 169 filled cones still needs to be closed.

Finishing Pre-Rolls with the King Kone Closer

For years, closing pre-rolls has been one of the major bottlenecks associated with high-output cone filling machines. A machine can quickly fill an entire tray, only for operators to spend the next part of the production cycle twisting or folding cones one at a time.

The King Kone Closer was developed to address that slowdown.

The stand-alone tabletop device is designed to transfer and close an entire tray of filled pre-rolls using a simple, repeatable process. A pin assembly helps move pre-rolls from the filling tray into a closing tray, while a star-shaped folding system gathers the excess paper before creating a Dutch crown-style finish.

Pre-Roll Pro Tip

One important production detail is fill height. Operators need to leave approximately 3 to 5mm of unfilled paper at the top of the cone so there is enough paper for the closing system to fold over.

If closing consumes a large percentage of labor time, buying a faster filler may not solve the throughput problem, but improving the closing station might.

The Fill N' Fold with Closing Tool

The Fill N' Fold takes a different approach to packing cones. It uses a vibration motor to pack up to 121 cones per cycle, but its defining feature is the included tamping and folding tool.

Instead of closing every cone individually, the tool allows an operator to tamp and fold 11 pre-rolls at one time, creating a Dutch crown-style finish.

In a comparative machine test conducted by Custom Cones USA, the Fill N' Fold produced an average of 837 completed pre-rolls per hour with one operator. The King Kone produced 585 and the Knockbox produced 529 under the same test conditions.

With a second operator and additional spare parts in the mix, output increased to 1,361 completed pre-rolls per hour for the Fill N' Fold, 1,170 for the King Kone and 1,000 for the Knockbox.

The test demonstrates what we call the "Holes Fallacy": the assumption that the machine with the most cone slots must produce the most finished pre-rolls per hour.

Importantly, the test was conducted before the King Kone Closer and Fill N' Fold Cone Loader were introduced, and workflows have since gained tools designed to reduce bottlenecks.

The Time Saving Fill N' Fold Cone Loader

Even a fast filling and closing process can be bogged down by loading empty cones into a work tray one at a time. With 121 slots in a Fill N' Fold tray, that repetitive step adds minutes and decreases output throughout the production day.

The Fill N' Fold Cone Loader is designed to speed up this front-end process immensely. Instead of manually dropping a single cone into every slot, the Cone Loader can hold stacks of pre-rolled cones, eliminating the need for refilling after every batch. A latch system isolates one layer of and releases up to 121 cones into the work tray at one time.

Loading 121 cones once may not seem like a problem, but doing this over and over all day is a major bottle neck, and the same is true of closing.

The Hummingbird PR-1 Centrifugal Cone Filling Machine

Not every cone filling machine relies on vibration or bouncing, the Hummingbird PR-1 packing machine uses centrifugal force to pack pre-rolled cones and tubes.

As the system spins, the filling process creates a density gradient, with higher-density material settling closer to the filter for structural support and lower-density material toward the lighting end.

The Hummingbird uses color-coded cone pods for different formats. Depending on the pod setup, the Hummingbird system can support common cone sizes such as 84mm, 98mm and 109mm, along with pre-roll tubes.

This makes the Hummingbird a unique middle ground for producers that have outgrown smaller tabletop machines but are not ready for full pre-roll automation.

Not every filling system creates a pack in the same way, so producers should evaluate how the resulting density performs with their specific flower.


Proper Flower Preparation for Optimal Filling Performance

One of the biggest mistakes in pre-roll production is expecting a filling machine to produce a perfect pre-roll using poorly prepared flower, it won't.

Stems and inconsistent particle sizes can interfere with material flow. They create air pockets, tear cones and contribute to inconsistent fill weights. On the opposite end of the spectrum, grinding flower into a fine powder can create problems with airflow and the final smoking experience.

In the end, the goal is a consistent, repeatable process that works with your flower and equipment, so really, grinding and sifting should therefore be considered part of the filling workflow. A proper grinder establishes the ideal particle size, while sifting removes larger stems and narrows the range of particles entering the filler for a uniform pack.

Throughout testing by Custom Cones USA, unsifted ground flower produced 65% more weight variance, 488% more holes caused by stems and 194% more unsatisfactory packs than sifted material. In a 169-cone run, sifted material also resulted in 27 more usable pre-rolls.

These figures illustrate that better material preparation can improve both quality and effective output.

Metering, Weight Variance and Consistency

For consistent, repeatable cone packing, metering trays are an important piece of the filling process.

A volumetric metering tray divides prepared flower across equal-size cavities before the material is released into the cones, speeding up distribution while helping reduce major differences between cones.

But volumetric metering is not the same as measuring the weight, the same volume of two different strains may not weigh exactly the same. A dense strain and a lighter, fluffier strain can fill the same space and produce different finished weights.

Producers should establish benchmarks around each material type rather than assuming one setup will work for every batch. Document grind settings, sifting screens, metering adjustments, machine intensity, run time and final weight variance; the more repeatable the preparation process, the easier it is to get consistent machine performance.

How to Choose the Right Cone Filling Machine

Before deciding which machine is right for you, start with your product:

  • What cone sizes are you filling? Are you producing 70mm dogwalkers, 84mm half-gram cones, 98mm cones or 109mm one-gram pre-rolls?
  • Do you plan to add straight pre-roll tubes to your line?
  • Will you be infusing your pre-rolls?

Next, look at true production volume while keeping in mind the Holes Fallacy experiment.

Don't just buy a machine based on the maximum number of cones a machine can hold at one time. Instead, calculate how many finished, quality-approved pre-rolls your team needs to produce per unit of time.

Also map your labor. Who loads cones, prepares and meters flower, operates the machine, weighs finished pre-rolls and closes them? Where does product sit waiting between steps? Production maps often reveal where the real bottleneck lies.

Finally, think about scalability. Incorporating metering trays, cone loaders, closing equipment and spare parts can increase output more efficiently than purchasing a second filling machine right away. Choosing the right pre-roll equipment should revolve around workflow decisions, not a tray-size competition.

Building a Better Pre-Roll Production Line

A preroll cone filling machine dramatically improves pre-roll production, but the biggest production efficiencies come from treating the machine as one station in a broader process.

Prepare flower for consistent flow through the use of cannabis grinders and sifters, and use metering trays to improve distribution consistency. Train operators on repeatable settings, reduce cone-loading time with spare parts and plan the closing process before the filling tray is full.

For producers brushing up on today's cone filling equipment, the King Kone 2.0, Fill N' Fold and Hummingbird PR-1 represent three different, but effective approaches to scaling pre-roll production.
