OK, you’ve got your flower harvests dialed in, your curing perfected, your grind at the right size, your pre-rolled cone paper and filter types picked out and your pre-roll machines ready to go.

But what before you make any pre-rolls, you still need to decide what size cones should you fill and how should you package them so they’ll jump off the shelves in retail across the country.

So what are the top pre-roll formats in Canada? The Pre-Roll Experts are here to help.

Pre-Roll Formats by Volume

There are, generally speaking, two ways to sell pre-rolls: by themselves or in multi-packs. But there are important sales differences in pre-rolled cone size as well as package size, particularly when it comes to multi-packs.

So let’s get into the data, provided by industry analytics firm Headset, which tracks point-of-sale data in Alberta, British Columbia, Ontario and Saskatchewan.

The Single Serving Pre-Roll

While multi-packs are certainly on the rise and a must-have part of any pre-roll brand’s product line-up, there is no beating the single pre-roll. According to Headset,18.5 million single-serving pre-roll units were sold in 2025, more than any other pre-roll pack size.

That accounts for about 24% of all pre-roll units. However, because of a lower average price point of $10.32 per unit, the single-serve format ranks fourth in revenue at $190.7 million (behind the 3-pack, 10-pack and 5-pack).

Diving deeper into format, the top selling weight for a single in Canada is, unsurprisingly 1-gram, or the 109mm pre-rolled cone size. The 1-gram pre-roll accounts for more than 58.2% of single-serving sales, raking in $111 on 10.1 million units sold at an average price of just under $11.

In second is the half-gram, or 84mm pre-roll at 18.5% of sales. Nearly 6 million 0.5-gram single unit pre-rolls were sold in 2025, good for $35.2 million in revenue on an average price point of $5.88.

Coming in third is the 2.5-gram pre-roll, which only sold 509,500 single units, but with an average price of $37.30. That amounts to more than $19 million in revenue.


Single-Serve Segments

When we look deeper into the data to see what types of single-serve pre-rolls people are buying, we see a similar split between infused pre-rolls and hybrid pre-rolls that we see across the category as a whole.

By revenue, the infused pre-roll is far-and-away the leading segment, accounting for 51.9% of all single-serving pre-roll revenues with $98.9 million compared to $43.1 million for hybrid pre-rolls. However, infused pre-rolls carry the highest average price point of $18.28, nearly twice that of hybrids at $7.07.

However, when we look at unit sales, those numbers flip. Hybrids are the most popular single-serve pre-roll segment by unit sales, moving 6.1 million units compared to 55.4 million infused pre-rolls.

Placing third at 9.6% of single-serve revenues are sat. pre-rolls, followed by ind. pre-rolls at 8.6%.

Wrap pre-rolls come in fifth at 6.7%, moving 1.2 million units for $12.7 million in revenue, but that may not tell the whole story for the segment, since infused wrapped pre-rolls are counted in the infused sales, instead of the wrap pre-rolls segment.

Top Multi-Pack Formats in Canada

Multi-packs account for $1.2 billion in pre-roll revenue, moving 58.7 million units in 2025. But here is where things get a little trickier, because while “single” is pretty straight-forward, “multi-packs” can be literally any number of any size pre-rolled cone.

But the data certainly points to some format winners that every pre-roll brand will want to consider.

For example, by pack-count, the 3-pack of pre-rolled cones is the most popular size, accounting for $343 million and 16.7 million units sold. By weight, the top spot goes to the 1.5-gram size, at $324 million and 16.1 million units sold.

The variance, of course is the size of the pre-rolls inside the pack.

But here are a few things we do know: the most popular multi-packs are made of 84mm half-gram pre-rolled cones, making up 3 of the top 5 most popular multi-pack products.

Topping the list of multi-pack sales formats is the 1.5-gram 3-pack, which account for 25.4% of all multi-packs sold in Canada. Made up of three 84mm half-gram pre-rolled cones, the 1.5-gram 3-pack generates $316 million, selling 15.7 million units at an average price point of $20.15.

In second place, with $214.9 million in sales and about 7.2 million units sold is the 2.5-gram 5-pack, containing five 84mm half-gram pre-rolled cones. With an average price point of $30.20, these account for 17.3% of revenues.

Next is the 3.5-gram 10-pack, made up of ten 70mm mini “dogwalker” cones that hold about .35 grams each. These larger multi-packs sold 6.3 million units at an average price of $21, raking in $132.3 million in revenue.

In the fourth spot is the 2-gram 2-pack, a pair of 109mm full gram pre-rolled cones. By units sold, these handy little multi-packs are the second-best selling multi-pack product, moving 10.3 million units. However, with the lowest average price point of any multi-pack at just $10.35, they generated only $106.7 million in revenue, or 8.6%.

Rounding out the top 5 is the 5-gram 10-pack of 84mm half-gram pre-rolled cones. These larger packs account for 5.3% of sales, pulling in revenues of $65.6 million on sales of 2.1 million units and an average price point of $30.86.

It’s also worth noting that 10-packs are a major tier for Canadian pre-roll buyers. 10-packs are available in 3-gram, 3.5-gram, 4-gram and 5-gram sizes. These larger packs are go-to's for regular pre-roll smokers looking to stock up or cut down on trips to retailers and are a great way to serve your regulars and keep them coming back.

Multi-Pack Segments

Again, knowing which size multi-packs of which sized pre-rolled cones is the first step. Knowing what type of pre-rolls are moving the most multi-packs in Canada is the true key to success, so let’s dive a little deeper.

In contrast to single-serving sales, the top-selling multipack segment in Canada, by revenue and units sold is the hybrid. Canadians bought 25.5 million units with an average price of $19.19 for a total revenue in 2025 of $488.8 million. That’s about 39.4% of all multi-pack revenue.

Infused pre-rolls come in a close second in revenue, raking in $424.2 million – 34.2% - and a more distant second in units sold with 15.1 million. However, with the addition of a concentrate, infused pre-roll multi-packs carry a higher average price point of $27.93.

This makes sense when you think about it: regular pre-roll smokers reach for the convenience and price point of hybrid multi-packs while folks looking to try something a little hotter spend extra on the single-serve infused packs.

Ind. multi-packs follow at $153.6 million (12.4%) on sales of 8.9 million units with sat. pre-roll multi-packs bringing in $121.3 million (9.8%) on sales of 7.2 million units, followed by mixed type pre-roll multi-packs rounding out the top 5 with 1.2 million in units sold and revenues of $40 million. Multi-packs of mixed type pre-rolls, however, have the highest average price point at $32.50.

And finally, let’s take a look at the combined view, showing the specific segment and pack counts that move the most units.

The infused 3-pack is the top-selling multi-pack in Canada overall, selling 8.4 million units and earning $216.7 million in revenue on an average unit price of $25.87.

The hybrid 10-pack follows with $192.4 million in revenue on sales of 8.3 million units at an average price of $23.27.

Infused 5-packs ($171 million, 5 million units), hybrid 3-packs ($87.7 million, 5.7 million units) and ind. 10-packs ($62.4 million, 2.8 million units) round out the top 5.
