Health Canada Compliance Standards for Pre-Rolls

Health Canada's cannabis compliance standards are no joke. They are stricter than any U.S. market and are generally considered to be the strictest in the world. Under Health Canada compliance standards, all legal cannabis products, including pre-rolls, must be tested for potency, pesticides, heavy metals and microbial contamination.

The tests must be conducted by an accredited lab, either third-party or Health Canada's own Cannabis Laboratory, which is accredited to ISO/IEC 17025 and supports inspection and scientific standards for cannabis analysis.

Health Canada requires testing for 96 different pesticides, more than any U.S. state market, including California, with different standards for fresh cannabis plants, dried cannabis and cannabis oil.

According to Health Canada, the pesticide active ingredients list and the legal limits it sets are reviewed periodically and revised as needed, based on Health Canada's monitoring of the industry for pesticide active ingredients and advances in chemical analysis technology.

Pre-Rolls Tested in Final Form

And while all flower must be run through Health Canada's compliance testing standards, all products, including pre-rolls, must be tested in their final form.

For pre-rolls, this means that lab testing must be done on a packed and completed pre-roll, meaning your rolling papers or pre-rolled cones must be part of the testing.

The lab purchased 118 products from Amazon and several smoke shops in the Santa Cruz, Calif. area. Its scientists tested 101 for heavy metals and 112 for pesticide contamination.

At least one heavy metal was detected in 90% of the rolling paper products with 8% containing at least one heavy metal in concentrations above the allowable limits. Pesticides were detected in 16% of the samples with 5% coming in over the allowable action limits.

More recently, California officials issued a recall of a specific pre-roll product after Aspergillus, a dangerous mold that when ingested can suppress the immune system and cause liver damage, was discovered in the product. And while it is unknown if the paper or flower caused the failure, a recall was not issued at the same time on packs of the flower, just the pre-rolls.
